Create Neon Text effect using Gimp

Click Text Tool - Type Text.

Right click Text Layer, select Text to Selection.
Click Filter - Select Alpha To Logo - Neon. (click add shadow if require)
The image will be reduced.
Merge visible text layers.
Edit Copy the text.
Open new and set layout size.
Select background picture.
Edit Paste
